No Driver’s License or Insurance Coverage?
You are required to reinstate or acquire a driver’s license in California and obtain insurance. Prior to the end of the 30-day impoundment period, the police department will release your vehicle to you if you can prove that your license was reinstated or that you acquired a California license and purchased insurance coverage.

If the vehicle in impound is the only vehicle that a husband and wife have and they are both legally registered owners, and if you can show the police this community property interest, you might be able to have your vehicle released under VC 14607.6.
The registered owner or the community property interest owner requests release of the vehicle and the owner of the community property interest submits proof of that interest.
The registered owner or the community property interest owner submits proof that he or she, or an authorized driver, is properly licensed and that the impounded vehicle is properly registered pursuant to this code.”
